1.8 Limitations of the study
It is important that I point out some limitations that I faced during the fieldwork and how I attempted to address them to make the study a success. One of the challenges I faced was language, where the interviews for parents, school committees and local leaders were prepared and administered and recorded in Swahili language; and later on, the data were transcribed and in English.
1.9 Delimitation/scope of the study
The study focused on the factors affecting performance of the primary school committees, particularly in Mvomero District Council and Morogoro Municipality in Tanzania. Although performance of these committees can be assessed and compared in different ways, the study was confined the study to examining the performance of the school committees in terms of how they execute their functions. I drew the boundaries to ensure easy operationalisation. In addition, some indirect indicators such as performance代写留学作业提供代写Essay,代写Assignment,请联系QQ:949925041 of pupils and discipline may be influenced by factors other than the performance school committees. Such factors may include among others, the availability and quality of teachers, suitability of the teaching-learning environment and motivation of teachers and pupils. Therefore, attributing good or poor performance of the pupils to effectiveness or ineffectiveness of the school committees may not be scientifically consistent. It is therefore on these grounds I decided to stay within those boundaries.
CHAPTER TWO:
THEORETICAL FRAMEWORK: EMPOWERMENT THEORY
2.1Introduction
This chapter provides the theoretical framework and review relevant literature to the study which sought to examine the empowerment of the primary school governance structures (the school committees) and how this influences their performance at the local level in Tanzania. The chapter ultimately depicts the position of the study within the wide context of existing literature. Three main parts are highlighted in the chapter namely, Review of related literature, Citizen Empowerment in the Tanzanian context and Operationalisation of empowerment.
In the introductory part, the main concern of the essay and theoretical framework of the study are highlighted. Literature has been reviewed in the broad and narrow perspectives of empowerment and participation. |
