Cantwell and Maldonado (2009) were through analysis on the differences between globalization and internationalization in higher education to show the issues of the conflict between globalization and localization in the process of globalization of higher education. Cantwell and Maldonado (2009) believed that in most cases in the area of higher education, the global level holds primacy over the local level. They made use of Giddens’ theory of structuration and Foucault’s concept of technologies of governance to explain the reasons for the relatively stronger position of globalization than that of localization in higher education. He figured that global asymmetries will persist and that globalization has created grater segmentation in higher education worldwide, which advantaged some institutions and disadvantaged others.
In order to solve this problem, they proposed recommendations from the theoretical and practical aspects for improvement, from the prospective of research, they believed that in the field of higher education, research on globalization should take an open and dynamic perspective to study the whole process of internationalization, so as to find where the potential for more equitable rearrangement exist. From a concrete practical point of view, they held that globalization and localization do not conflict with each other, but can have a positive impact on each other, they thought that the establishment of a harmonious relationship between the two requires that the construction and reconstruction of social structure become possible.
