Overall literacy is high in Vietnam, but disparities in the quality of education has an effect on learning outcomes, with only 82% of the poorest 12 years old able to complete a literacy test, and 7% not being able to write a coherent sentence. As such this would have implications for children’s future prospects and well-being, with the strong likelihood that they be unable to escape the poverty trap in which their parents were caught. It is notable to note that there are significant gaps in all areas between rural and urban children and especially between majority and minority ethnic groups. Essentially policies to reduce income poverty are complemented by access to quality education for all, if intergenerational poverty traps are to be broken. Therefore it is important to note that parental education has a key role to play in the intergenerational transmission of poverty.
 
The protection given to invalids and war veterans is comprehensive as well as people affected by Agent Orange. Others categorized as poor have some support from the welfare department. They receive free medical assistance in government hospitals. Social assistance programs are also carried out through state owned enterprises. The organization for the provision of health services to the sick and aged in rural areas is supported by the former communist framework of co-operatives, production teams and brigades existing in the rural sector.The poverty incidence is 13.3% and like their neighbors, it is mainly concentrated in the rural areas and the urban poor population is growing steadily.
 
5.0 Recommendation
 
According to the analysis discuss previously, we are advised the investors to invest in Vietnam. It is because Vietnam has looked different in significant ways from a decade ago. Those differences include legal reforms, the newly established stock market and a breakneck GDP growth record, which has consistently exceeded 7% since 2002. Most important, there is a philosophical understanding among the top leadership that the country needs to engage rather than shirk from the international community, as witnessed by its recent efforts to undertake the sometimes wrenching structural reforms necessary to join the WTO.
 
From the political aspect, corruption is the important political issues which can affect the company profit. Investors need to prepare extra capital to deal with corruption in order to get thing done. However from a positive perspective, corruption is the only way to allow those investors faster passes through the bureaucracy procedure. Possible the investors cannot launch their business in Vietnam, if they no bribe the government official. Mean that it is an advantage to those investors to launch their business and distribute their products to market easily. Corruption is one of the ways to allow foreign investors keep away from obstacles.
 
Besides, the government is willing to change it administration style of Vietnam. They realize that foreign direct investments have potential to growth it economic, and get technical transfer from other advanced countries. Therefore the Vietnam government has loose it policy to welcome foreigner to invest in their country. Example, Vietnam is enforced intellectual property, provides investment guarantees, and has established diplomatic relations with 168 countries, and it has economic and trading relations with about 165 countries. All of these can allow investors to be relieved about their property which locate in Vietnam, and ensure the products produce in Vietnam are able to trade with other countries.
 
Even though, the global financial crisis has greatly hurt Vietnam’s economic, it has lead to inflation, export decline, and also a large number of unemployment. But it doesn’t a big deal; Vietnam is currently recovering from the global financial crisis. Which mean now is the right opportunity to invest in the country.
 
The culture of Vietnam is not complicated, the manager only need to carefully comprehend its culture to avoid culture contradiction. Culture of Vietnam is similar with Chinese culture; this is favors for Chinese investor. The main religion of Vietnam is Buddha, they prefer collectivism, and are educated by Confucianism. The manager need to know how problems can erupt from cultural misunderstanding and learned how companies can improve their performance with cultural literacy. Localizing business policies and practices can promote success. After the investors familiar with the Vietnam culture, they will found that it is ease to enter the Vietnam market.
 
After Vietnam economic reform, the poverty rate had reduced significantly. Most of the nationals get jobs from foreign direct investment. Overall literacy is high in Vietnam, because the economic reform had also increase the literacy rate. This is good for the foreign investors; they can employ Vietnamese as their managers. Local managers can allow the company to response to the market effectively. They have culture literacy, know what are the local customers wants, and to tailor the products. The labor costs are low as well.
 
From the analysis, we are strongly advised the foreign investors to invest in Vietnam, it can generate a huge profit, and bright business future for the company.
